Armoured formations could only operate effectively if commanders were able to communicate and coordinate their rapidly moving units.

The Kleiner Panzerbefehlswagen, designated Sd.Kfz. 265, was developed from the Panzer I chassis as a specialised small command vehicle. Its altered superstructure provided additional room for radio and command equipment, sacrificing the standard Panzer I turret in the process.

GA-16 therefore represents something quite different from another fighting tank – it is a vehicle built around the essential task of battlefield command and communication.
